Jerome Alexander Sillem (1840-1912) was a jurist, historian and politician from Amsterdam, the Netherlands. The Sillems were originally bankers from Hamburg, but Jerome's grandfather had settled in Amsterdam in the late eighteenth century. The family was well integrated into the Amsterdam commercial and political elite. Both Jerome Alexander Sillem's grandfather and father, for example, were partners in the prominent Dutch banking house of Hope & Co.. The close connection to the politico-commercial elite of Amsterdam and the near-contemporariness to his subject of study would have given Sillem rare access to relevant primary source material as well as a good comprehension of the age. Sillem's De Politieke en Staathuishoudkundige Werkzaamheid van Isaac Jan Alexander Gogel is based on research for doctorate in Law at the University of Leiden. It was first published in Amsterdam, with Johannes Mülller in 1864. It has not been reprinted since. It is the first in-depth study of the Isaac Jan Alexander Gogel, and despite several more recent studies, it remains relevant to this day. Sillem's other publications include: Het leven van mr. Johan Valckenaer (1759-1821), naar onuitgegeven bronnen bewerkt and numerous publications in the renowned Dutch journal De Gids. The subject of Sillem's work, Isaacq J(oh)an(n) Alexander Gogel (1765-1821), is a prominent Batavian revolutionary and a renown financial specialist. He played a pivotal role in the overthrow of the Orangist regime in 1795. Under the new regime Gogel held various positions. On 16 June 1795 Gogel became one of six Commissioners of the Generale Beleenbank voor het Volk van Holland (General Mortgage Bank for the People of Holland). He remained Commissioner of the Beleenbank until his promotion to Agent (Minister) for Finance of the newly created Agency for Finance on 23 February 1798. It was in this capacity that Gogel's legacy was most enduring. As Agent for Finance, Gogel devised a 'Plan for a System of General Taxation'. Due to the political turmoil of the Batavian Republic Gogel's plan was not introduced until 1805, but when it was, it set Dutch public finances on a more stable footing, and it forms the basis of the current Dutch system of taxation.
