Because she finds so many babies, Officer Daw thinks that she is paying the Fertiles to have babies for her agency, which is forbidden by the extended anti-slavery laws. She's not. But the truth of where the babies come from is a potential nightmare. In their effort to defend themselves, Len and Harri find out who the terrorists are behind the devastating disease. Their discovery rocks Harri's world and puts them again at risk of being killed by people who should have been their protectors. They begin to operate the Adoptions in Time Agency.
