This monograph focuses on a region of geopolitical and strategic importance to the United States. The region of Central Asia comprises five countries; Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan, and Kyrgyzstan. Historically, this area of the Asian continent was the "mid-point" on the fabled Silk Road trade route between the East and the West. By 21st Century standards, the region straddles the Asian continent at its mid-point, between east and west - China and Europe and in particular Russia. Following the terror attacks on September 11, 2001 on the United States, Central Asia took on renewed strategic importance. Finally, proximity to the Taliban regime in Afghanistan necessitated staging bases and support structures to support coalition force combat operations as part of Operation Enduring Freedom. Following the collapse and break-up of the Soviet Union, the United States quickly recognized and then established diplomatic relations with the five newly independent Central Asian republics. Initial engagement was bilateral and mainly economic, based on development of energy resources and infrastructure to export energy resources to the west. Five years into the War on Terror, the United States continues to engage with the individual Central Asian nations on a bilateral basis. This methodology of engagement does not take into account the new and shared global realities of the 21st Century, nor common interest shared with the major powers that border the region, Russia and China. This monograph proposes a new approach, a Phase 0 (Zero, based on current joint doctrine) regional engagement framework based on the instruments of national power as addressed in the National Military Strategic Plan for the War on Terrorism.
